He first appears inside the crowd gathering around to hear Gordon Penwick's public address on androids. He seen talking to a man with green pants.
Waiting for Hank...[]
He has been detained for an unknown crime. If Connor walks to his holding cell, he will swear at Connor and wonder why Connor is looking at him.
Last Chance, Connor[]
He can be used as a distraction if Connor has a bad relationship with Hank (Warm or lower). When Connor releases him out of his cell, he will look puzzled and quickly walk out and punch Perkins as he is distracted on the phone. Two police officers will tackle him down, cuff him, and bring him back towards his cell.
